 Message from the Co-Chair

China Development Forum (CDF) 2013 will be held in Diaoyutai State Guesthouse during March 23-25, 2013. On behalf of the Development Research Center of the State Council(DRC), I’m honored to extend a warm welcome to all the distinguished guests both at home and abroad.
Initiated in 2000 by DRC, China Development Forum aims at promoting the dialogue with the world for common development. Over the past decade, CDF adheres to its mission of advancing high-profile, in-depth discussion, perspectiveness and interaction, serving as an important channel for Chinese government to carry out high-level exchange and profound discussions with international business elites, leaders of international organizations as well as foreign and Chinese renowned  scholars, which yields remarkable accomplishment.
Under the theme of “China: Deepening Reform and Opening-up for a Well-off Society”, CDF 2013 will focus on major issues of building up a moderately prosperous society in all respects, reforming fiscal and taxation systems to promote inclusive growth, promoting a more comprehensive pattern of opening-up, and quality-oriented urbanization strategy. The year 2013 witnesses the outset of China’s undertaking of implementing the principles of the 18 th National Congress of Chinese Communist Party. This year is also a crucial transition period for the Twelfth Five-Year Plan and plays a solid foundation for China to build up a comprehensive well-off society. Along with the transformation of global economy, Chinese reforms and opening-up steps on a new journey. How will China seize the strategic development opportunity in accordance with the principle of making progress while ensuring stability, further deepen reforms and promote transformation of development modes? These are the questions that have attracted worldwide attention. At this critical historical moment, it is necessary and timely for CDF to focus on both the ambitious objective of building up the comprehensive well-off society and  the practical approaches of achieving reform and opening-up.
As the policy research and consultancy agency directly under the State Council, DRC’s main responsibility is to study issues of comprehensive, strategic, long-term and forward-looking significance as well as current hot issues in China’s social and economic progress and its reform and opening-up , in a bid to provide specific and feasible policy recommendations to the central government. CDF creates unique opportunities for learning and exchanges. It is conducive to international communities to get China’s progress and the trend of future reform and opening-up, and to Chinese government to learn edge-cutting practice and experience of international economic and social development, so as to encourage the exchange and collaboration between China and the world.

Dear Participants,

As co-chair of this year's China Development Forum, I warmly welcome you to China's preeminent platform for interaction among thought leaders from business, non-governmental organizations and the academic world and China's top decision makers and economic planners.

This year's conference promises to be of special significance as China is entering a new chapter in its history. The theme of this year's China Development Forum is "deepen reform and opening-up for a well-off society," and it indicates two major challenges China's new political leadership faces: first, to rebalance China's growth model and so foster sustainable development; second, to further facilitate innovation, investment and trade and so enhance the business environment.

I am looking forward to many enlightening presentations on current issues, and I invite you to join me in lively and constructive discussions with leaders and scholars from all over the world.
