Hello, I am Doug Oberhelman, Chairman and CEO of Caterpillar. It is a great honor to serve as honorary co-chair of the 2014 China Development Forum.
This year marks the fifteenth year of this influential forum, which provides the unique opportunity for business and academic leaders from around the world to meet with Chinese government leaders and business peers.
The sustained rise of China’s economy is a marvel. It is an inspiring example of how strong leadership dedicated to progress can transform a nation and lift millions out of poverty.
Think of the changes over the past 15 years that this forum has been held--
China is now the world’s second largest economy,
China is a member of the World Trade Organization -- fully integrated into world trade, and
China is an essential part of the global economy.
My company, like the others represented here at the CDF, have supported China’s transformation through our business operations and community outreach.
I look forward to the many interesting discussions that will take place here as China focuses on how to comprehensively deepen economic and social reforms in a wide range of areas, including --
Reforms to the fiscal and taxation system,
Reforms to build a modern market system, and
Reforms to build an open economy.

As Chairman of the Forum, I would like to extend our warm welcome to all the distinguished guests. My highest tribute goes to those who have lent their utmost support to the China Development Forum (CDF) over the past years.
This year marks the 15th anniversary of CDF. Since its inception, CDF has kept abreast of our times, focused on major strategies of China’s economic and social development as well as hot topics regarding national economy and people’s livelihood. We have made strenuous efforts in innovating the Forum and in expanding communication channels and platforms. Consequently, the Forum’s dynamic vitality and ever increasing momentum has made it one of Chinese forums with international fame.
2014 is the first year for carrying out the solutions proposed at the Third Plenary Session of the 18th CPC Central Committee as well as the outset for comprehensively deepening reform. It will witness significant and arduous tasks. Serving as the leading impetus behind China’s rapid development in the past years, reform remains crucial for addressing the existing conflicts that have amassed over time. Furthermore, comprehensively deepening reform will facilitate a more sustainable and healthy development in the future.
As a policy research and consultation institution directly under the CPC Central Committee and the State Council, the Development Research Center of the State Council will stay active as a unique think tank with Chinese characteristics, aiming to provide effective and practical policy proposals, rendering intellectual support for comprehensively deepening reform and enhancing China’s soft power.
To exhaust my eyes to a thousand li further, I should ascend one more storey of the tower. The past 15 years is only a starting point. Looking further into the future, CDF enjoys a vaster prospect, with rapid socioeconomic development as well as continuously deepening reform and opening up. I believe, with the continuous support from both at home and abroad, CDF will better fulfill its mission and make greater contribution to the common development of China and the world.
